   You can buy a space shuttle in AR and put insurance on it without having a license. Yes, you will need a permit to qualify for inane status.

   in arkansas there is no law that says you must be a liscenced drive to own a vehicle, but insurance companies will not cover you without a liscence, and finance companies require you to carry full coverage insurance or they will not finance you, so if you pay cash for the vehicle then you can own it, but you will not be able to insure it by yourself, you will need someone who is liscenced to place you on their insurance policy before you will be legal to operate the vehicle on publice roadways.
