I would look for rescues in your area, lately, because of the economic downturn many people, unable to feed their horses, have turned them in to rescues, which, at this point, are inundated with many, quality animals that need homes.

The humane societies work with horse rescue groups, since it’s the animal shelters that answer animal abuse calls. They can’t take livestock so they forward the animals to the rescues. Those are your best bets.
My sister got two horses and a pony that way, all taken off a farm where the owner was not feeding or watering them, all his stock was removed and he was forced to undergo mental evaluation (he had demensia, it turns out). Most of the goats and cows had already died, they took the animals that were still alive and the rescues got them all.
