Cowards really. All you can do is help out shelters any way you can, be it cleaning up poo or taking dogs for walks, they'll always need a volunteer! Also, maybe make some sort of awareness campaign, like posters and tell people to help out the shelters etc. etc. Maybe a garage sale? All procedes to your local shelter! Anything is always welcome to shelters. I really admire your thinking!
