5 YO Foster Child Dead in Arkansas 1/2, Still No Charges Filed

May 24, 2010. KATV7 Arkansas. DOCS ON LINK BELOW. After being bounced around in foster care, 5 YO Dale and his siblings ended up in January of 2008 at this Russellville home. Four months later Dale was dead. Richard Young, Dale’s grandfather said, “For him to get hit in the stomach, you know, and cause his intestines to burst in his back from what we’ve been told there’s something wrong dead wrong right there.” The cause of death: internal injuries caused by a severe abdominal blunt force trauma. Bruising left by the modified Heimlich maneuver immediately created suspicion which led to investigations. The Department of Human Services determined that “the injury was not an accident” and that “The foster father physically abused DY on the day in question.” The Arkansas State Police found “physical abuse to Dale Young by his foster father” An Arkansas Children’s Hospital review states “physical abuse is suspected.” And Dr. Jerry Jones, a recognized child abuse expert, put it this way: “I very much suspect that this child was the victim of abuse” in part because Dale was “without a history of accidental trauma that is consistent with those injuries.” David Gibbons is the prosecutor, and he did send a letter to the Russellville Police Dept that states in part “I have decided to decline prosecution.” “There may have been abuse. Foster Dad No Stranger To Police. May 25, 2010, Russellville, Arkansas. Last night we told you about a five year-old boy who died in foster care two years ago. Tonight Jason Pederson has a closer look at the background of the child’s foster father. Before this Russellville home was opened to foster children, the foster parents passed background checks. But just because a person doesn’t have a criminal record doesn’t mean that person hasn’t had run-ins with the law. The foster father trusted with caring for Dale Young was familiar to Russellville police. In 2005 he was suspected of cutting down a maple tree in front of his ex-wife’s home. Last year he was suspected of setting his brother-in-law’s jeep on fire. And twice this year he has been suspected of harassing his estranged wife. As of last month that woman is now an ex-wife…the foster father’s second. His first marriage ended in 2005. Why is a suspect’s marital history relevant? Prosecutor David Gibbons agrees that ex-spouses can be great sources of information. While the most recent ex-wife is refusing to talk with police, the first ex-wife has never even been contacted.
