Action replay max freezes during code list loading for ps 2. What could be causing this ?

If i go into mem card manager and delete my updated codes then restart ar max, it loads fine and saves the new codes but it won’t load when trying to get new content. Each time I have to erase my ar max saves and restart the disc.
