(US) Is a public university allowed to deny a student admission solely because they are a convicted felon?

I’ve been denied admission to both of my state universities because I have a felony on my record. The charge is possession of cocaine and it’s from 2005. It’s not a drug trafficking felony, just a possession, 3rd degree felony. I did 24 months in prison and was released a year ago. Immediately upon my release, I applied for university. I was denied because of my record and told to try again in one year. I was denied by both again this year. I have correspondence stating that my criminal record is the reason I was denied admission. I’ve already secured funding for school: grants, scholarships, and loans to make up the rest. The only thing stopping me is my criminal record. Prison worked for me. I am rehabilitated and drug free. Earning a degree is the best way I can envision to begin a healthy, sane, and productive life at age 30. I wrote an essay for the schools’ felony review committees explaining as much. I asked if I could speak to someone, anyone, personally to present myself as I am now, since all they know of me is the way I look on a background check. They didn’t want to hear from me. The state is Arkansas. The schools that denied me are ASU and UA. I don’t want to go to some crappy vo-tech. Arkansas doesn’t have community colleges to speak of. The crime happened in the state of Florida, and my civil rights have been officially restored by the Florida governor’s office (it’s basically automatic upon release in Florida). Can I be rejected, with no appeal process, because of my record? Where do I go from here?

In order to receive financial aid, does my father have to file a federal tax report?

My dad no longer works because he’s going to be retired in a few years. All he really does is manage a few cattle. His CPA told him it wasn’t worth filing a tax return this year, but I was wondering if that was going to hurt my chances of getting financial aid? I already did FAFSA and I just got back a form from the college I’m going to attend, Arkansas Tech University, to verify stuff. and one of my friends told me if he hadn’t filed than I wasn’t going to get any money back….. but I don’t know if they know what they’re talking about.

Saying home or going away?

Okay, I could go to the University in my town [Arkansas Tech], for the first two years and then transfer to University of Arkansas – Fort Smith my Junior year.
OR
I could move my Freshman year to Fort Smith [it's about an hour and a half away from where I am] and go there all four years.

The reason why I have to go to Fort Smith my last two years is because they have a Dental Hygiene School there, and Tech doesn’t.

Which college should I attend?

I’m a Senior at a high school in Louisiana. I play WR for the school football team. This will be my 3rd year starting for the team. My soph year, I had 360 yards receiving and 3 Td’s. Last year, I had 711 yards, and 5 Td’s. This year,through 6 games, I have 598 yards, and 7 TD’s. I also have a 3.4 GPA.

I currently have offers to:

3. University of Louisiana-Monroe
4. Southeastern Louisiana
5. University of Arkansas-Pine Bluff
6. Nicholls State University

Schools that are currently looking at me:

1. Louisiana State University
2. Baylor University
3. Texas A&M
4. University of Houston
5. University of Nevada
6. Louisiana Tech
7. Miami (OH) University
8. Rice University

I really want to go to school out of state. I’m not sure if I’ll ever make it to the NFL, but I’d like to go to a school that could have a stronger impact to me for the NFL. The biggest school on my offer list is University of Louisiana-Lafayette, but it seems like everyone around here goes there.

I am going to college to next year and I want to take 2 majors..should I?

I am 17 and graduated May of this year. I will be attending Pulaski Tech for my required, but 2 years after that I will be attending UCA (University of Central Arkansas). While I’m there I want to major in Writing and German History. I am not sure how long it will take, so taking that into consideration I am thinking about just having one major and then going back later for the second. My question is should I go ahead and major in both subjects and get it out of the way, or wait and just take one, then go back a few years later and major in the second?
BTW, do any of you know how long either major would take?
